Currently the books with same average rating are sorted seemingly randomly when sorting by the Book Avg Rating.

Surely more beneficial way to the user would be to have books with the same rating sorted there by the number of rating or popularity.

This way a 5 star book with hundred ratings would always be higher than 5 star book with just one rating reflecting how much "support" the rating has from the community.
