Allow librarians to merge authors and publishers

I have seen a few duplicate publishers and authors. It would be great if librarians are allowed to merge those together.

Archiving this as publisher merge bugs are fixed now and we always had author merges.
yes!! soo many duplicates
undefined Publisher merge reqests are accepted now. It's not buggy anymore.
